GTO is constructed and shall be maintained with "one member per city" on a worldwide basis. In some cases, GTO members may have branch offices and may represent several cities in a given country.

In some countries, GTO may have two or more members but there shall be only one member per city. However, under no circumstance shall there be more than one member per city in any location worldwide. The GTO Board of Directors shall retain the right to name any city or cities of member location.

The GTO Board of Directors shall make every effort to promote and market the network on a global basis as an organized body engaged in international logistics. Each GTO member shall have the responsibility of performing professionally as well as representing the overall interests of GTO. Each GTO member shall have the responsibility of promoting GTO with regard to the services available in the city or cities of location.

The GTO membership shall be continually expanded as the GTO Board of Directors pursues a firm goal of having fully qualified and reliable members in over 140 countries and over 750 cities worldwide.
